Delaware treasurer to run for state's only House seat.

WASHINGTON -- Janet C. Rzewnicki, Delaware's treasurer and a former president of the National Association of State Treasurers, yesterday announced her candidacy for the House of Representatives.

Ms. Rzewnicki, a Republican, is seeking the state's lone seat in the House, currently held by Rep. Thomas R. Carper, a Democrat. Rep. Carper, a former Delaware treasurer, was reelected to a fifth term in 1990, with 67% of the vote.

Ms. Rzewnicki has been active in advocating the removal of barriers to bond issuance for environmental facilities as vice chairman of the National Infrastructure Bond Coalition.

In a speech announcing her candidacy yesterday, Ms. Rzewnicki signaled she will continue her commitment to the environment.

"Delaware does not need government experts to tell us that people are dying of cancer at alarming rates because of our environment," she said. "What we need is a government that is willing and able to solve our environmental problems."

She also said her experience in financial matters would suit her well for Congress. "My experience in financial matters has prepared me to address many of the problems experienced at the national level. We must bridle runaway federal spending before it becomes totally uncontrollable."
