Former educator in Ohio joins Kemper in public finance.

Franklin B. Walter, former superintendent of public instruction at the Ohio Department of Education, has joined Kemper Securities Group Inc. as a first vice president of public finance.

"Dr. Walter's superb credentials and 40-year career in the public school system will help make our banking group a leader in educational finance in Ohio," said Thomas Reedy, executive vice president of public finance, in a press release last week.

Before joining the firm, Mr. Walter had been state director of public instruction since 1977. He began his education career as a teacher in Springfield, Ohio, in 1951, and through the years has been a principal, district superintendent, and deputy state superintendent.

Mr. Walter will work in the Columbus office of Kemper's Prescott, Ball & Turben Inc. division.
