World Bank to Streamline Its Upper Echelon

WASHINGTON - World Bank President Lewis Preston announced a streamlining of the lending agency's upper management and the creation of a regional office for Europe and the Soviet Union.

The new structure for the International Bank for Reconstruction and Development includes an office of the president with three managing directors.

The slots for three senior vice president are being eliminated, the bank said.

Attila Karaosmanoglu, vice president of the Asia region; Ernest Stern, senior vice president of finance; and Sven Sandstrom, director of Mr. Preston's office, were named managing directors, effective Dec. 1.
