Among the top prospects to serve as Treasury secretary in the Clinton administration are two Wall Street veterans -- Rogers C. Altman, chairman of the Blackstone Group, and Robert E. Rubin, co-chairman of Goldman, Sachs & Co. A third possibility is former Federal Reserve Board Chairman Paul Volcker.
Senate Finance Committee Chairman Lloyd Bentsen, D-Tex., has been mentioned recently as a possible candidate as well. But most observers believe the new president will want to choose someone like Mr. Volcker, Mr. Rubin, or Mr. Altman, because such appointees would likely inspire confidence among players in the financial markets.
Among the people likely to be influential on banking appointments are Charles T. Manatt, a banking lawyer who co-managed Gov. Clinton's campaign, and Cantwell Muckenfuss, a bank lawyer who held regulatory posts in the Carter administration.
Mr. Manatt's law partner, Mickey Kantor, was the governor's campaign manager and is a heavy favorite for White House chief of staff or a similar high-level post.
