Debt curbs' author vows new effort if Colorado court dilutes amendment.

DALLAS -- Douglas Bruce, author of Colorado's restrictive tax and spending limits, says he is not yet done with the state's municipal bond industry.

In an interview, Bruce warned that if the Colorado Supreme Court rejects his interpretation of how state and local governments are affected by Amendment 1, which was passed Nov. 3, he will seek a second constitutional provision that would be more explicit and make it tougher for debt to be sold in the state.
