Small businesses back withholding changes.

The National Federation of Independent Business, the lobbying group for small businesses, endorsed a Bush administration plan to simplify rules for depositing withheld income and Social Security taxes.

Existing rules result in fines for one in three business owners each year, the federation said.

Under Internal Revenue Service rules that are to take effect in January, companies would follows a simplified deposit schedule.
