The House of Representatives last week approved the District of Columbia's $3.9 billion budget for fiscal 1993, which includes $714 million of federal funds. Fiscal 1993 begins Oct. 1.
Of the federal funds, $624.9 million represents compensation to the city for the burdens of serving as the nation's capital. Among those burdens is an inability to tax federal property or foreign embassies.
Another $30.8 million of federal funds are earmarked for the city's fight against crime, but would be dispersed only after city officials tell Congress how the district intends to utilize the money.
The measure also would allow the city to use locally generated revenues to fund abortions for poor women. Similar provisions in past district budgets have prompted vetoes from President Bush.
The legislation now moves to the Senate, though no date for its consideration has yet been set.
