Calling Washington Redskins owner Jack Kent Cooke "a billionaire bully," Mayor Sharon Pratt Kelly last week said the District of Columbia would be happy to reopen negotiations for a new football stadium in the city but that it would not get into a bidding war with Virginia.

Mr. Cooke and Gov. L. Douglas Wilder of Virginia recently announced plans to build the stadium at Potomac Yard in northern Virginia.

However, details of the deal have not been made public, and it remains uncertain whether the Virginia General Assembly will approve the plan.

Mayor Kelly has been criticized in some quarters for not fighting harder to keep the Redskins within the city limits.

The mayor had proposed that the district spend $60 million for infrastructure around the stadium, in addition to sales tax credits.

Gov. Wilder said he wants to spend $130 million on infrastructure.

Gov. Wilder is scheduled to provide details about the stadium proposal Aug. 14 in testimony to the Virginia House and Senate's money committees.
