Cisneros joins Clinton team.

SAN ANTONIO - Henry Cisneros, a former mayor of San Antonio, has resigned from the board of directors of the Federal Reserve Bank of Dallas to join the presidential campaign of Gov. Bill Clinton of Arkansas.

Mr. Cisneros said he would be a senior adviser to the Democratic candidate and would probably help him campaign for the Hispanic vote, particularly in the crucial states of Texas and California.

In his resignation letter to the Dallas Fed, Mr. Cisneros said: "Our country is at a serious juncture not only with respect to the economic setbacks of the last 18 months, but more importantly with respect to preparation of the base for long-term economic competitiveness and leadership."

He also expressed concern that banking regulations are making it hard for small businesses to get loans, exacerbating the recession.
