WACHOVIA CORP., Winston-Salem, N.C., said Sterling A. Spainhour has been elected a senior vice president at Wachovia Bank of North Carolina, Winston-Salem.

Mr. Spainhour is counsel in the bank's legal department. He was a staff attorney and senior counsel of Wachovia Mortgage Co. before assuming his current position in 1981.

W. Fletcher Steele has been elected to the bank's Winston-Salem/Forsyth County board of directors.

Mr. Steele is president of Pine Hall Brick Co. He is also a partner in the firm of RPH Associates in Winston-Salem and serves on the board of J. C. Steele & Sons Inc., Statesville.

Susan E. Crews and F. Stanley King have been elected senior vice presidents of Wachovia Trust Services Inc.

Mrs. Crews is manager of the securities processing units in trust operations.

She has held numerous positions in trust operations, including manager of domestic and special settlements and manager of income processing.

Mr. King is manager of the institutional portfolio section of trust investments.

FORTUNE BANK, Clearwater, Fla., has promoted Arthur DuCote to vice president, business banking manager.

He is responsible for developing and implementing Fortune's business banking plan.

FIRST INTERSTATE Bancorp, Los Angeles, said Stephen D. McAvoy has been elected executive vice president and controller.

Mr. McAvoy continues in his post as manager of corporate-wide consolidated accounting and reporting.

Mr. McAvoy had been senior vice president of the department since 1989.

Anand Maniktala has been promoted to senior vice president and investment securities risk manager.
