UNION BANK, San Francisco, has elected retired appellate court justice Harry W. Low as a board member.

Mr. Low has 25 years of experience in civil, criminal, family, and juvenile law. He retired in 1991 after nine years as presiding justice of the California Court of Appeals.

Also, Blenda J. Wilson, president of California State University, Northridge, has been elected a director.

Ms. Wilson is a former chancellor of the University of Michigan at Dearborn and is a nationally known speaker on education policy.

She served for three years as associate dean and seven years as senior associate dean at the Harvard University Graduate School of Education.
