McGovern to oversee IRS bond enforcement.

WASHINGTON -- James J. McGovern has been tapped to head the Internal Revenue Service's employee plans and exempt organizations division, an IRS spokeswoman said yesterday.

In his new post as assistant commissioner, McGovenr will take charge of the tax-exempt bond enforcement program. IRS Commissioner Margaret Richardson made the assistant commissioner for employee plans and exempt organizations responsible for the bond enforcement program in June.

McGovern, who is currently an associate chief counsel for the division, will replace John E. Burke, who plans to retire in October.

McGovern, who has been at the IRS since 1972, has held various positions within the office of chief counsel for the employee plans and exempt organizations division. He has been assistant chief counsel, assistant director for legislation and regulations, and branch chief. In 1977 and 1978, he was a trial attorney for the tax litigation division, and from 1972 to 1977 he was a tax law specialist in the exempt organizations and technical division.

McGovern holds a tax law degree from George Washington University and a law degree from Catholic University. He holds an undergraduate degree from St. Vincent College in Latrobe, Pa.
