Two supporters of the troubled St. Paul Port Authority will vie for mayor in November after garnering the most votes in a crowded nonpartisan primary runoff on Sept. 14.

Out of a field of 16 mayoral candidates. assistant state attorney general Norm Coleman won 10,110 votes. or 28% of the electorate, according to a spokeswoman for the St. Paul Bureau of Elections.

State Rep. Andy Dawkins garnered 7,997 votes, or 22% of the electorate, the spokeswoman said.

When the Port Authority surfaced as a campaign issue during the race. both candidates expressed their support of the authority and its plan to avert an anticipated default of its Common Resolution 876 bond program.

The authority is negotiating with its institutional bondholders to implement the plan, which would affect holders of $258 million of bonds that mature after Dec. 31, 1999. The plan would not affect 63.9 million of bonds that mature before 2000.

Authortty officials have said that negotiations are in the final stages.
