New ways of financing infrastructure to be focus of NASP panel talk.

Innovations in public infrastructure financing will be the topic of a panel discussion when the National Association of Securities Professionals convenes its annual meeting and conference next week.

The conference, "Reinventing America's Competitiveness: The Role of the Capital Markets," will be held Oct. 20-22 at the Park Hyatt Hotel in Washington, D.C.

The association represents securities professionals who are women or members of minority groups, as well as minority- and woman-owned securities firms.

Conference speakers will include Maynard H. Jackson, chairman of Jackson Securities and a founder of the association, and Mayor Marc Morial of New Orleans.

The session on infrastructure financing will be held on Oct. 22. Panelists will include Dwight Robinson, president of the Government National Mortgage Association; Oliver R. Sockwell, president and chief executive officer of Connie Lee Insurance Co.; William Cox, a managing director of Standard & Poor's Corp.; and Rodney Slater of the Federal Highway Administration. The discussion will focus on rating criteria and structural and legal issues surrounding new infrastructure financing techniques.

Daniel P. Tully, chairman and chief executive officer of Merrill Lynch, will receive the chairman's award in recognition of his firm's workforce diversity program.

The association's Trailblazer award will be given posthumously to Wardell Lazard, the founder and former managing principal of WR Lazard & Co., who died in May.
