New England League elects James Shelton.

James D. Shelton, president, chairman, and chief executive officer of First Federal Savings and Loan Association of East Hartford, Conn., has been elected the first Chairman of the Community Bank League of New England, Boston, for 1994-95.

The league, which is the trade association for 130 New England financial institutions, results from the merger of the New England League of Savings Institutions and the Massachusetts League of Community Banks.

Mr. Shelton will head the league's 21-member board of directors and direct the work of its several committees.

Newly elected first vice chairmen of the league are Thomas R. Faulkner, president, Haverhill Co-operative Bank, Haverhill, Mass., and Thomas J. Leetch, president, Peoples Federal Savings Bank, Easton, Mass.

Thomas M. Caron, president, Easton Cooperative Bank, Easton, was elected second vice chairman.

UNION SAVINGS BANK, Danbury, Conn., has elected Brian J. McGuigan vice president in its commercial services group, headed by Samuel E.M. Crocker, senior vice president.

Mr. McGuigan is responsible for commercial business development and lending to small and medium-size businesses throughout western Connecticut.

Marlene A. Banfelder has been elected vice president. Ms. Banfelder is the bank's director of human resources and serves as corporate secretary.

MECHANICS SAVINGS Bank, Hartford, Conn., said Eugene B. Marinelli joined as senior vice president responsible for the commercial lending department. Mr. Marinelli had been senior vice president of Shawmut National Corp., managing its New Haven commercial division.
