Kies named chief aid for Joint Tax Committee.

WASHINGTON -- Kenneth J. Kies has been named the new chief of staff of the Joint Tax Committee, the House Ways and Means Committee said yesterday.

Kies, who will replace John Buckley, the current staff director, was selected jointly by Ways and Means chairman Bill Archer, R-Tex., and Senate Finance Committee chairman Bob Packwood, R-Ore., who under congressional rules share the duties of running the joint tax panel.

Kies, currently a lawyer with Baker & Hostetler, was a member of the Republican tax staff of the Ways and Means panel during the 1980s.

Archer and Packwood were widely expected to replace Buckley, who was appointed by two Democrats, former Ways and Means chairman Dan Rostenkowski, D-Ill., and former Senate Finance Committee chairman Daniel Moynihan, D-N.Y.

The joint tax panel's staff members are considered crucial to the tax-writing process because they supply lawmakers with their estimates of the effects that tax proposals will have on federal revenues.
