M&I names Isbell CEO of Arizona subsidiary.

Jon P. Pierce has been named executive vice president for human resources at the $11.9 billion-asset Mercantile Bancorp Inc., St. Louis.

Mr. Pierce has been senior vice president and head of human resources for Mercantile since joining the corporation in 1989.

He came to Mercantile from Kaiser Aluminum and Chemical Corp., where he had been corporate vice president, human resources since 1985.

George H. Isbell has been appointed president and chief executive officer of M&I Marshall & Ilsley Trust Co. of Arizona, an affiliate of Marshall & Ilsley Corp., Milwaukee. Morry L. Birnbaum continues as chairman.

Formerly the vice chairman of the commercial banking group and a member of the board of directors at Citibank (Arizona) in Phoenix, Mr. Isbell retired in 1992. He previously was president, chief executive officer, and a director of United Bank of Arizona from 1973 until its acquisition by Citibank in 1988.

MIDDLE ATLANTIC

ROBERT MORRIS Associates, Philadelphia, said Jacob Kojalo, a former Massachusetts banker, has joined the executive staff of its chapters and membership division.

Robert Morris Associates is the association of bank loan and credit officers.

DIME SAVINGS Bank of New York has elected Sally Hernandez-Pinero to its board of directors.

Mrs. Hernandez-Pinero was chairwoman of the New York City Housing Authority and previously was deputy mayor for finance and economic development for New York City.

THE FEDERAL RESERVE Bank of New York said Elizabeth Tibbals, deputy superintendent and counsel of the New York State Banking Department, will join the New York Fed in June as a vice president and counsel.

Ms. Tibbals was appointed by the New York Fed's directors and assigned to the bank's legal staff, where she will specialize in matters of bank supervision.

The directors also promoted Fred C. Herriman Jr. to assistant vice president in domestic bank examinations, and HaeRan Kim and Webster B. White to assistant vice president and counsel in the legal department. Maryann Maron was promoted to manager in loans and credits.

In addition, the New York Fed has established an office of regional strategies to coordinate and enhance its efforts to serve all communities within its district more effectively.

The new office is headed by Elizabeth A. Rodriguez Jackson.

CITIZENS and NORTHERN Corp., Wellsboro, Pa. parent company of Citizens & Northern Bank, has elected five directors to three-year terms.

They are R. Robert DeCamp, president of Patterson Lumber Co.; Adelbert E. Eldridge, retired regional director of Pennsylvania Electric Co.; Robert J. Murphy, attorney in the firm of Davis, Murphy, Niemiec & Smith; Edward H. Owlett 3d, attorney in the firm of Owlett, Lewis & Ginn; and F. David Pennypacker, certified public accountant in the firm of Pennypacker & Zeigler.
