Dall Forsythe returns to Lehman Brothers.

Former New York state budget director Dall W. Forsythe has rejoined Lehman Brothers as a managing director in its public finance department, the firm said.

Forsythe, who resumed working at the firm on July 1, will focus on seeking new business from state and local municipal issuers in the Northeast, he said. Forsythe said he also may do some work with New York issuers "to the extent that I can be helpful."

Before officially rejoining the firm, Forsythe served as a public finance consultant with Lehman, helping issuers understand the firm's derivative products and find ways to use them. He will continue to do work in that area.

From 1983 through 1985, Forsythe was a senior vice president at Lehman, then known as Shearson Lehman Brothers. While there, he was a member of the public finance department's management committee.

Forsythe joined Gov. Mario Cuomo's administration in 1986 and served as the budget director from 1988 to 1991. He also worked as first deputy director of the division of budget and as the director of the governor's office of management and productivity.

After leaving the governor's office, Forsythe was a lecturer in public policy at Harvard University's John F. Kennedy School of Government, where he taught courses in budgeting, state and local finance, and urban policy-making.

Also while at Harvard, Forsythe worked as a consultant on public policy matters. He completed work on a mayoral commission designed to develop options to close New York City's structural budget gap, and headed the transition group reviewing administration and finance for Mayor Thomas Menino of Boston.

Family reasons prompted Forsythe's departure from academia to return to New York, he said.
