Congress Returns: The 104th Congress convenes today with Republicans at the helm. While Congress normally opens in early January then recesses until late in the month, that's not the plan this time. No January recess is planned, and lawmakers may work Monday through Friday in the early going, rather than the usual Tuesday through Thursday schedule.
