CARD BRIEFS: Smart Card Forum Forms Legal Issue Panel

TAMPA, Fla. - The Smart Card Forum has formed a legal and public policy committee to monitor and help members understand legislative and regulatory issues affecting the new technology.

Such areas could include security, privacy, deposit insurance, cross- border transactions, electronic funds transfer compliance, and escheat law.

William Keenan, senior vice president of marketing and business development at Natwest Bank (Delaware), is committee chairman. John Burke of Foley, Hoag & Eliot, counsel to the 200-member Smart Card Forum, is advising the committee.

Four subcommittees have been organized around sets of issues: strategic, led by Charles Chamberlain of the U.S. Postal Service; regulatory, led by John Wright of Wells Fargo Bank; privacy, led by Charlotte Rush of MasterCard International; and escheat, led by Tom Montgomery of Bank of America.
