REGIONAL BANKING: BANC ONE doesn't own a bank in Georgia, but that hasn't stopped the Ohio behemoth from operating in Atlanta. Charles W. Held, president and interim CEO of Banc One's subsidiary in Dayton, Ohio, has installed loan production offices in five Roberds furniture stores in metropolitan Atlanta. Page 4 WASHINGTON: A CONTROVERSIAL measure to restructure the way Federal Home Loan Banks pay interest on thrift bailout bonds has been dropped from legislation to modernize the bank system. "It was removed because it was clearly going to be too contentious," said an aide to Rep. Richard Baker, the Louisiana Republican who sponsored the bill. LESSIN, who brought smart card technology to the United States in 1983 but stumbled in a reluctant market, said he is reviving his company, SmartCard International, to capitalize on renewed interest.
