WASHINGTON PEOPLE: New Chief Operating Officer at Treasury; OTS

Jerry Hawke's plate just got a bit fuller.

Treasury under secretary for domestic finance since June 14, Mr. Hawke was recently named the department's chief operating officer. As a banking lawyer since the 1960s, he also has plenty of administrative experience. Before joining the Treasury, he was chairman of the Arnold & Porter law firm in Washington.

Mr. Hawke also is taking a seat on the President's Management Council. That's the group from all cabinet agencies whose members try to make the government work better.

Mr. Hawke replaces Frank Newman, the former Bank of America chief financial officer who resigned from the Treasury this summer. Mr. Newman is still at the Treasury while he looks for a job, and he retains the title counselor to the secretary.

For New York-area children of the 1950's and '60s who dreamed of playing with their sports heroes, few if any could match the appeal of Mickey Mantle.

It was more than a dream for Timothy R. Burniston, now deputy assistant director for policy at the Office of Thrift Supervision.

In the small New Jersey town where Mr. Burniston lived, Mr. Mantle rented the house across the street nearly every year at the height of his career. This gave the future regulator and his buddies a chance to meet and sometimes play ball with the baseball legend.

People in Louisiana take bass fishing seriously, and House Banking Committee member Richard Baker is no exception.

"Congressman Richard Baker's Congressional Challenge III" hit the water Aug. 19 at Toledo Bend Reservoir near the Louisiana-Texas border. Nearly 300 teams sweated out the 104-degree temperature while vying to land the biggest fish.

Rep. Baker didn't haul in any largemouths, a spokeswoman in his Baton Rouge district office said. But his House colleagues from Louisiana - Democrat James Hayes and Republican Jim McCrery - hooked enough fish to beat the team of Texas lawmakers.

Team Louisiana's $10,000 in winnings were donated to the Sabine River Authority's fish stocking program. Rep. Baker has co-sponsored the event with a local sports foundation for three years to help support local tourism.
