Capital Briefs: Citicorp Lead Examiner Named OCC 'Risk Czar'

G. Scott Calhoun, the examiner in charge of supervising Citibank, was named deputy comptroller for risk evaluation Monday.

The position is a new one, designed to keep Comptroller of the Currency Eugene A. Ludwig abreast of risks threatening the national banking system.

Mr. Calhoun, who joined the agency in 1977, has been Citibank's lead examiner since 1992. Before that, he led supervision of Chase Manhattan Bank and the former Continental Illinois Bank.

"Scott is uniquely qualified to ... identify emerging risks, develop timely supervisory responses to those risks, and perhaps most important, follow up to ensure that those actions are effective," Mr. Ludwig said in a statement.

Creation of the risk czar position is in line with a number of other moves the agency has made in the last two years to highlight risk management. The comptroller's "supervision by risk" program breaks bank exams down into nine categories to cover various types of risks.
