MONDAY, Aug. 5

Congress begins its August recess today, but lawmakers will be busy attending their parties' national conventions. Republicans will gather in San Diego Aug. 12-15 to select the party's presidential candidate; Democrats will converge on Chicago Aug. 26-29 to renominate President Clinton. The Senate returns to work Sept. 3, and the House reconvenes Sept. 4.

TUESDAY, Aug. 6

Federal Deposit Insurance Corp. Chairman Ricki Helfer will speak at community development conference sponsored by the Federal Reserve Bank of San Francisco, the Small Business Administration, and the American Bankers Association. The conference starts today and runs through Thursday in Snowbird, Utah. Call the ABA at 202-663-5000.

WEDNESDAY, Aug. 7

The Federal Reserve Board will meet to discuss new market-risk capital requirements for big-bank securities trading and foreign exchange activities. 10 a.m. at the Fed, 20th and C streets NW, Washington. Call 202-452-3204.

The Federal Reserve Board will release the Beige Book, its periodic review of economic conditions around the country at noon.

FRIDAY, Aug. 9

The National Credit Union Administration kicks off its "Serving the Underserved" conference in Chicago. It runs through Sunday. Call 619-792- 3883.
