The Federal Reserve Bank of Boston has elected William C. Brainard chairman of the board.

Mr. Brainard is chairman of the department of economics and Arthur M. Okun professor of economics at Yale University.

Frederick J. Mancheski was elected deputy chairman. He is chairman and chief executive of Branford, Conn.-based Echlin Inc., an auto replacement parts manufacturer and distributor.

G. Kenneth Perine, president and chief executive of the National Bank of Middlebury in Vermont, was reelected as a class A director for a three-year term.

Stephen L. Brown, chairman and chief executive of John Hancock Mutual Life Insurance Co., was reelected as a class B director for a three-year term.

William O. Taylor, chairman and chief executive of the Globe Newspaper Co., was elected as a class C director for a three-year term. Mr. Taylor is also a director of the Newspaper Association of America.
