Regulatory Roundup: OPEN FOR COMMENT

FHLB BORROWERS: Proposal by the Federal Housing Finance Board to require all Federal Home Loan Bank borrowers to document their support of first-time homebuyers. Expected to be published shortly. Comments due 60 days later.

FOREIGN BANKS: Proposal by the Federal Financial Institutions Examination Council to require foreign banks to use generally accepted accounting principles on quarterly regulatory reports. Also includes new reporting requirements for credit derivatives. Published Nov. 5. Comments due Jan. 6.

CALL REPORTS: Proposal by the council to require all banks to file call reports electronically by the end of 1997. Published Nov. 4. Comments due Jan. 3.

APPRAISERS: Proposal by the examination council to allow appraisers licensed in one state to work for a bank in a second state if registered with local authorities. Published Oct. 21. Comments due Dec. 5.

CAPITAL: Proposal by the Federal Reserve Board to set capital minimums for bank holding companies. To be considered well-capitalized, a bank parent would need risk-based capital ratio of at least 10% , 6% a Tier 1 capital ratio of at least 6%, and a Tier 1 leverage ratio of at least 4%. Published Nov. 1. Comments due Dec. 2.

THRIFT ASSESSMENTS: Proposal by the Federal Deposit Insurance Corp. to reduce the insurance premiums thrifts pay to the Savings Association Insurance Fund. The proposed rate schedule also would widen the spread on rates charged to the strongest and weakest thrifts. Top performers would pay 4 basis points while the worst-performers would pay 31 basis points. Published Oct. 16. Comments due Nov. 15.

CALL REPORTS: Proposal by the examination council to revamp the first- quarter 1997 call report. The plan would let banks report assets sold with recourse as sales, reducing the amount of capital held against these transactions. Published Sept. 16. Comments due Nov. 15.
