APPRAISERS: Proposal by the Exam Council to allow appraisers licensed in one state to work for a bank in a second state if registered with local authorities. Published Oct. 21. Comments were due Dec. 5.

CAPITAL: Proposal by the Fed to set capital minimums for bank holding companies. To be considered well capitalized, a bank parent would need risk-based capital ratio of at least 10%, a Tier 1 capital ratio of at least 6%, and a Tier 1 leverage ratio of at least 4%. Published Nov. 1. Comments were due Dec. 2.

THRIFT ASSESSMENTS: Proposal by the FDIC to reduce the insurance premiums thrifts pay to the Savings Association Insurance Fund. The proposed rate schedule for the first half of 1997 would range from four cents per $100 of domestic deposits for the best performers to 31 cents for the worst. Published Oct. 16. Comments were due Nov. 15.

CALL REPORTS: Proposal by the regulators to revamp the first-quarter 1997 call report. The plan would let banks report assets sold with recourse as sales, reducing the amount of capital held against these transactions. But under the plan, regulators would also request additional interest rate data. Published Sept. 16. Comments were due Nov. 15.

REGULATION Y: Proposal by the Fed to open more data processing business to banking companies, streamline application procedures, and abolish tying restrictions on nonbanks. Published Sept. 6; comments were due Oct. 31.

STORED-VALUE CARDS: Proposal by the FDIC to exclude most stored-value cards from deposit insurance. Published Aug. 2. Comments were due Oct. 31.

INVESTMENT APPROVALS: Proposal by the FDIC to simplify and standardize the approval process for certain insurance and real estate investments by state-chartered banks. Published Aug. 23; comments were due Oct. 22.
