Capital Briefs: Eying Electronic Benefits Delivery Loophole

Two senators are teaming up to punch a huge hole in a law requiring electronic delivery of all government benefits but tax refunds by Jan. 1, 1999.

Sens. Lauch Faircloth, R-N.C., and Richard C. Shelby. R-Ala., introduced a bill late Tuesday to exempt all Social Security and veterans benefits from the requirement.

The nearly 20 million Social Security beneficiaries who get their benefits by paper check would have the option of requesting electronic deposit under the Faircloth-Shelby measure.
