Premier Bank, Atlanta, named Robert C. Oliver as president and chief executive officer, succeeding J. Edward Mulkey Jr.

Mr. Oliver remains president and chief operating officer of $350 million-asset Premier Bancshares. He assumed those posts June 23, when Premier bought Central and Southern Holding Co., whose president and CEO he had been since 1992.

He had come to Central and Southern from Wachovia Corp., for whose Northeast Georgia operations he was responsible from 1990 to 1992.

He had joined Wachovia Bank as city executive in Gainesville, Ga., in 1983.

Mr. Mulkey resigned from Premier Bank on July 31 but will work for it as a consultant for a year. He also relinquished his directorship of the holding company.
