Capital Briefs: OTS Chief of Supervision Retiring Jan. 3

John F. Downey, the second-highest-ranking staff member at the Office of Thrift Supervision, announced Monday he will retire Jan. 3.

Mr. Downey, 60, began his 30-year regulatory career as a bank examiner at the Office of the Comptroller of the Currency. He joined the OTS when the agency was founded in 1989 and has been its executive director for supervision since 1995.

His initial years at the OTS were a "difficult experience" because of the S&L crisis, Mr. Downey said, but "the beauty is looking at today's industry, which is safe and sound and with the highest capital levels in history."
