Paper-Statement Processor Launches Electronic Delivery Of Bills Over

International Billing Services, which prints and processes monthly statements for many major billers, is offering companies two new methods of electronic delivery.

IBS, a subsidiary of Rancho Cordova, Calif.-based USCS International Inc., said it plans to offer electronic bill presentment through Intuit Inc.'s Quicken 98 personal finance software program.

It also is introducing Electronic Billing Solution, a service that lets billers post statements on their Web sites or those of billing consolidators such as Intuit, Checkfree Corp., or MSFDC, the joint venture of Microsoft Corp. and First Data Corp.

IBS handles about 70 million paper bills a month, but it is interested in carving a niche in the world of electronic commerce.

"What we've said to our billers is that we will get your bills to wherever your customers want to view and pay them," said Dawne Chandler, IBS vice president of electronic services.

The Quicken-based payment and presentment service makes use of Intuit's Online Billing Service, which is based on software from Just In Time Solutions Inc., San Francisco.

The Web-based Electronic Billing Solution lets customers make payments using PayNow secure electronic check and credit card services from Cybercash Inc., Reston, Va.

Ms. Chandler said interest in electronic bill presentment runs high among many IBS customers, and the company is offering incentives to build volume.

Electronic bill presentment and payment can open new markets for banks because financial institutions would no longer have to be sited near their business customers in order to process payments promptly, said Richard Crone, vice president of Cybercash.
