Fleet National Bank in Albany, N.Y., a unit of Fleet Financial Group, Boston, promoted president Hermes L. Ames to chief executive officer, effective Jan. 1.

He is to succeed Erland E. Kailbourne, 56, who is also the bank's chairman; Mr. Kailbourne is to retire from both posts at yearend. The bank said it would not name a new chairman because Fleet Financial has merged its subsidiaries under Fleet National Bank.

Mr. Ames, 51, has been president of Fleet Bank in Albany since 1995 and is responsible for corporate banking in eastern New York. He had previously been president and CEO of Chase Manhattan Bank of Connecticut and earlier was a Chase regional president in Albany and in Syracuse.

Mr. Kailbourne, a former bank examiner at the Office of the Comptroller of the Currency, has been chairman and CEO of Fleet Bank in New York since 1993. Earlier he had been chairman and CEO of Norstar Bank, which was bought by Fleet, and headed such New York banks as Security Trust Company of Rochester and First Trust Union Bank, Wellsville, N.Y.
