Senator's Yen to Join Armed Services Panel Is Raising Worries

With financial reform dead and her boss John D. Hawke Jr. soon to be comptroller of the currency, Victoria P. "Penny" Rostow left the Treasury Department last week to join the Gibson, Dunn & Crutcher law firm here.

Ms. Rostow, deputy assistant secretary for legislative affairs since July 1995, will split her time between Gibson Dunn's financial services and legislative practices.

A former partner in Powell, Goldstein, Frazer & Murphy, Ms. Rostow called her stint at the Treasury "an incredibly exciting opportunity" but said she had always intended to return to the private sector.

At a farewell party Thursday afternoon in the agency's Diplomatic Reception Room, Treasury Secretary Robert E. Rubin praised her work. More than 100 industry insiders attended.
