In Brief: D'Amato Vows to Outlaw ATM Surcharges

Senate Banking Committee Chairman Alfonse M. D'Amato Wednesday pledged to push for a Senate vote on legislation prohibiting banks from charging noncustomers for using their automated teller machines.

The New York Republican in a speech on the Senate floor vowed to attach his bill to some other unrelated, high-profile piece of legislation . "Make no mistake about it, we will be voting on this issue. I will try to attach this as an amendment to 'must-pass' legislation."

Sen. D'Amato called the decision two years ago by Visa U.S.A. and MasterCard International to allow ATM surcharges "an April Fool's joke on the people of America."
