Cullen/Vail Banks Inc.Frost Bankers Inc. in San Antonio promoted the following senior vice presidents to executive vice presidencies.

Michael Cain is the director of concurrence in credit administration.

Thomas Frost 3d oversees public funds management

Cliff McCauley works in correspondent banking and will add treasury management sales to his responsibilities.

Jerry Salinas is the corporate treasurer.

John Spencer heads data services management.

Larry Sprouse is in charge of the concurrence area for Tarrant and Dallas counties in northern Texas.

Vernon Torgerson oversees the financial management group.

Jeanie Wyatt runs investment services.

In addition, Peter J. Levy has been hired as president the $6.7 billion- asset company's asset-based lending division, Frost Capital Group in Houston.

Mr. Levy was senior vice president in Dallas of Fleet Capital Corp., the asset-based lending division of Fleet Financial Group, Boston. He has 35 years of experience in collateral-based financing.
