Tech Bytes: Electronic Wallet Firm Signs Strategy Exec

Transactor Networks, a pioneering developer of electronic wallet technology, has appointed Andrew Boer vice president of strategic development.

Mr. Boer is experienced with privacy policy issues and the technologies for addressing them. He was the founder and chief executive officer of Emptor Inc., which in 1998 became Accept.com and was bought by Amazon.com in April.

Earlier Mr. Boer was both product manager and the first employee of TRUSTe, a nonprofit organization seeking to ensure consumer trust and confidence on the Internet.
