He will work out of Boston helping clients with international structuring and cross-border tax issues.

Mr. Andrus, 49, held the government post in 1985-87. He then returned to the Baker & McKenzie law firm in Washington, which he had first joined in 1976.

At PriceWaterhouseCoopers he will report to Debra Simpson, market leader for its international tax practice in Boston, and Robert Shapiro, market leader for its national tax practice.
