Senate Confirms Two Officials, Delays on a Third

The Senate has confirmed Roger W. Ferguson Jr. as vice chairman of the Federal Reserve Board and Armando Falcon Jr. as director of the Office of Federal Housing Enterprise Oversight, but it held off on confirming John D. Hawke Jr. to a full term as comptroller of the currency.

At least one senator dissented Wednesday on Mr. Hawke's confirmation, which requires unanimous consent. The confirmation process had a chance of being resumed late Thursday.

Mr. Hawke is serving a one-year recess appointment that ends in December.

The delay comes as a conference committee is working out a compromise between Senate and House versions of financial reform legislation. The versions differ on issues including the Community Reinvestment Act and operating subsidiary powers.

Mr. Ferguson, who has been a Fed governor since 1997, will serve a four-year term as its vice chairman.

Mr. Falcon will serve a five-year term at the Office of Federal Housing Enterprise Oversight, which regulates Fannie Mae and Freddie Mac. -- Katharine Fraser
