Executive Changes: J. McNeil Hired by Silicon Valley Bank to Run Office in Minn.

Silicon Valley Bank has hired Jay McNeil to be vice president and manager of its new office in Minneapolis.

Mr. McNeil was a business development and credit manager for Deutsche Financial Services Corp.'s high technology division in Downers Grove, Ill.

The new office is the bank's first in Minnesota; it is to offer financial services to emerging technology and life sciences companies. Minneapolis was previously served from the bank's Rosemont, Ill., office.

Silicon Valley Bank, with $4 billion of assets, is a subsidiary of Silicon Valley Bancshares in Santa Clara, Calif.


MIDWESTPeoples State Bank in Hamtramck, Mich., has hired Jeffrey J. Williams to be a vice president and commercial loan officer.

Mr. Williams will be based in the Madison Heights, Mich., office. He had been an assistant vice president in the commercial lending department of $19 billion-asset Standard Federal Bank in Troy, Mich.

Peoples State has also promoted Janina M Dylewski from assistant branch manager in the Hamtramck office to manager. The bank has 12 offices serving three counties.

The bank has $370 million of assets.


SOUTHWESTWoodforest National Bank in the Woodlands, Tex., has promoted Ann Thomas to chief operating officer and Shelly Lynch to vice president.

Ms. Thomas joined the bank in 1995 as executive vice president. Earlier she was a lawyer for 10 years in the Houston firm Bracewell and Patterson.

Ms. Lynch had been a branch manager, loan officer, and assistant vice president. In her new post she will be in charge of Woodforest's branches in Montgomery County. She will also be responsible for employee training.

Woodforest National, a subsidiary of Woodforest Bancshares, has $650 million of assets and 31 branches in Montgomery and Harris counties.


Broadway National Bank in San Antonio has hired Patricia Barrett to be an assistant vice president and manager of its Alamo Heights branch and promoted senior audit officer Michael Edwards to assistant vice president.Ms. Barrett worked at Intercon Bank in San Antonio. Earlier she worked for the former Norwest and First Interstate banks.

Mr. Edwards joined the bank in 1997 after being an auditor at Titan Indemnity Co. and working at the Office of Thrift Supervision.

Broadway National has $979 million of assets.


WESTNorthrim Bank in Anchorage has hired Sally Mills to be senior vice president of consumer and small-business banking.

Ms. Mills is in charge of deposit account, consumer loan, and micro-business loan sales. She oversees six branches and financial centers in Anchorage, Eagle River, Wasilla, and Fairbanks.

Ms. Mills, who has 24 years of banking experience, was district manager at Bank of America, Alaska, which recently sold its Alaska branches to $505 million-asset Northrim Bancorp.


Citizens Business Bank in Ontario, Calif., has hired Joanna Averett, Ed O'Connell, and Paulette Miller to be vice presidents in the asset management division.Ms. Averett is to be a business development officer for the division's Inland Empire region. She was an assistant vice president and trust business development officer at Pomona (Calif.) First Federal Bank and Trust. She has 13 years of banking and trust experience.

Mr. O'Connell is to be a business development officer for the division's Orange County region. He was an assistant vice president and business development officer at $32 billion-asset Union Bank of California. He has five years of banking and trust experience.

Ms. Miller is to be a trust accounting supervisor in the division. She was a trust operations supervisor at the $967 million-asset Bank of Stockton (Calif.). She has 16 years of private banking and trust experience.

Citizens Business Bank is a subsidiary of $2 billion-asset CVB Bancorp.
