In Brief: Mo. Regulator to Retire, Ohio's to Take Helm

Missouri's longtime banking commissioner has announced a plan to retire, and Ohio named a former bank superintendent as the state's top regulator.

Earl Manning, Missouri's commissioner, said he will retire March 31, ending a 37-year career as a state regulator.

Mr. Manning worked his way up through the Missouri Division of Finance, starting as an assistant bank examiner in 1962, and was named commissioner in 1989.

Last year he led an effort to streamline the agency, saving the state's banks and thrifts $220,000.

Mr. Manning, 68, said he plans to spend his retirement as a banking consultant and volunteer in the Jefferson City, Mo., area.

In Ohio, F. Scott O'Donnell was named superintendent of the state's Division of Financial Institutions. Mr. O'Donnell, 58, held a similar post- Ohio's superintendent of banks-from 1975 to 1977.

Most recently, he had been deputy commissioner in the Ohio Department of Taxation since 1995.
