In Brief: Banks Challenge NCUA Over Membership Rule

Seeking to overturn the National Credit Union Administration's new membership rule, two banking groups on Thursday filed an amended complaint in federal court here.

The American Bankers Association and the Independent Community Bankers of America cited specific examples in which the NCUA's enforcement of the rule allegedly violated the credit union law enacted in August.

For example, the groups said the NCUA should not have approved the conversion of First Service Federal Credit Union, Groveport, Ohio, to a community-based nonprofit serving all of Franklin County, a 540-square-mile area with nearly one million residents.

The initial suit, filed almost immediately after the rule took effect in January, criticized the rule itself. The government has 60 days to respond.
