Mr. Roberts, who was hired to head Atlantic Bank's lending, came from Monarch Bank in Clark, N.J., where he was president and chief executive officer. Monarch was bought by Jersey City-based Provident Savings Bank in December 1998.

Previously, Mr. Roberts was executive vice president at Gateway State Bank, which was bought by Staten Island Savings Bank in 1995. With 28 years of banking experience, he is to manage lending to small and middle-market businesses, focusing on New Jersey. He reports to Thomas K. Mr. Ciancimino was assigned to the commercial real estate group, where he is to facilitate complex deals for small and midsize businesses. He had been senior vice president and asset manager at Value Property Trust, a New Brunswick, N.J., real estate investment trust that was recently bought by Wellsford Real Properties Inc.

Before that he was a vice president and team leader in the real estate workout division at CoreStates New Jersey National Bank in Pennington, N.J. At Atlantic Bank, he reports to the commercial real estate group's executive vice president, Nikos Katsoulis.

Mr. Morris was named Atlantic's marketing director. He held the same title and rank at Long Island Savings Bank in Melville, N.Y., which was bought last October by Astoria Financial Corp. of Lake Success, N.Y.

Earlier, Mr. Morris had been director of business and professional marketing at National Westminster Bank USA. He has 23 years of experience in financial services marketing and now reports to Atlantic's president and chief executive officer, Peter L. Venetis.

Mr. Gardes heads the newly created small-business banking division. He reports to David Slackman, executive vice president of the community banking group.
