SBA FEES: Proposal by the SBA to prohibit nonprofit middlemen in the "504" loan program from assessing charges on lenders in excess of the standard 1.5% processing fee. Published April 2. Comments were due May 3.

CHECK CLEARING: Proposal by the Fed to give banks more options to return checks electronically. Published Feb. 22. Comments were due April 30.

RECEIVERSHIPS: Proposal by the FDIC to clarify that when the agency acts as a receiver for a failed bank or thrift, it typically will not seek to reclaim assets that the institution transferred as part of a securitization or loan participation. Published Dec. 30. Comments were due March 1.

CHARTER CONVERSION: Under an interim rule, the NCUA made it easier for credit unions to convert to mutual savings banks. Credit unions no longer need the agency's prior approval to convert, and they may convert based on a majority of voting members instead of a majority of all members. Published and effective Nov. 27. Comments were due Feb. 25.
