LivingSocial has hired Citigroup Inc. executive Dickson Chu to head its new merchant solutions division. Chu created a stir at the BAI Retail Delivery conference in October with an impassioned plea for banks to join mobile-payment initiatives and not leave these programs to telco consortia such as Isis.

At LivingSocial, Chu will help develop products and services for the marketing and operational needs of local merchants, the daily deals website said in a Wednesday press release.

At Citi, Chu was managing director of digital networks in the company's global enterprise payments unit. Prior to working for Citi, Chu worked in the global products and experience division for PayPal Inc., leading product strategy, development and user experience.

LivingSocial also has appointed current executive Jake Maas as senior vice president of consumer businesses, covering all consumer-facing products and services. Eric Eichmann was named president of international, directing all of the company's operations outside of North America.
