RICHMOND, Va. - (09/28/04) -- Richmond Postal CU has applied tostate regulators to serve the entire city of Richmond, whichqualifies under the state's new field of membership rules asdistressed (low-income) community. The proposed FOM would coverabout 200,000 residents of Virginia's Capital City.
