Card Briefs: New Visa Card Program From Webster in Conn.

Webster Financial Corp., a $3.8 billion holding company, said its lead bank has introduced low-rate and no-annual-fee Visa cards.

The Webster Bank program includes classic and gold versions. All start out with a 6.9% rate for six months.

On the low-rate card, this jumps after six months to prime plus 3.6% on purchases and balance transfers. The annual fee is $18 for a classic card and $28 for gold. Customers with a Webster One checking account can get a $5 discount on the fee.

On the no-fee card, the rate jumps to prime plus 7.9% on purchases and balance transfers. Cardholders must make three purchases during the year.

Dove Consulting Firm Hires Two for Europe

BOSTON - Dove Associates said it hired Don Elgie and David Cocks as managing directors, responsible for establishing the consulting firm's European base in London.

Dove's president and founder, David Dove, said projects in Europe and the Pacific Rim have grown to half of the Boston-based company's business. "Since our clients increasingly require work that is global in nature, the time is right for us to establish an international presence," Mr. Dove said.

Mr. Elgie and Mr. Cocks were principals of CMS International, a London- based marketing firm they founded in 1991.

Dove Associates, founded in 1981, focuses on five areas: food and beverage, financial services, strategy development, organization effectiveness, and brand strategy.
