Coopers & Lybrand, New York, said its former chairman, Peter R. Scanlon, retired Nov. 30 and will pursue other business interests.

Mr. Scanlon, 60, had been chairman of the international accounting and consulting firm for nine years.

The firm also announced that Reed A. Keller had been named vice chairman of the firm's actuarial, benefits, and compensation consulting services.
