NEW ENGLAND

PrimeStreet Corp. in Boston has hired J. Peter Donlon to be chief operating officer, a new post.Mr. Donlon was president of U.S. administration services for Transamerica Corp., where he worked five years in the Charlotte, N.C., and Overland Park, Kan., offices. Before that he was vice president and associate general manager of the insurance unit at Providian Corp.

At PrimeStreet, he reports to Kevin Talbot, chairman and chief executive officer, and he is to develop the company's open-finance infrastructure for banks.

PrimeStreet is a financial services provider specializing in online loan auctions for small businesses.


MIDDLE ATLANTIC

Morgan Stanley Dean Witter & Co. in New York has promoted Stephen S. Crawford to chief strategic and administrative officer. He succeeds John H. Schaefer, whose promotion to president and chief operating officer of the private-client group was announced this month.Mr. Crawford, 36, was a managing director in the investment banking division. He joined Morgan Stanley & Co. in 1986, becoming a managing director in 1998.

He reports to chairman and chief executive officer Philip J. Purcell.


Credit Lyonnais Americas in New York has hired Thomas A. Berkenkamp to be a director in its real estate finance group.Mr. Berkenkamp is responsible for syndicating large loan transactions, acquiring loans and portfolios originated by others, and assisting on originations nationwide but with an emphasis on the Midwest.

He was executive vice president of Emmes Capital LLC, where he had worked since 1997. Before that, he was a senior vice president and national head of Orix USA's real estate finance group. He had also worked in Chicago at Eastdil Realty Inc. and Continental Illinois National Bank. He has 18 years of experience in real estate.


SOUTHWEST

USAA in San Antonio has promoted John C. Swonson Jr. to senior officer of the western operations center being built in Phoenix.Mr. Swonson joined the company in 1988 as a vice president of retail banking and is senior vice president of retail banking at USAA Federal Savings Bank in San Antonio. In Phoenix he is to retain the rank of senior vice president; the center's completion date remains undetermined. Until then Mr. Swonson continues in his post in San Antonio, where he is responsible for credit policy, home and auto loans, and trust administration. He is also helping to plan operations for the new center, which will cover insurance as well as banking activities.

Before joining USAA, Mr. Swonson was an Air Force colonel with 22 years of service. Among other assignments, he headed an office of communications engineers and computer analysts for the Air Force Communications Command and Air Force Space Command.


Bank of New York has promoted Todd Moore to be senior managing director for products and servicing at its BNY Asset Solutions subsidiary in Dallas.Mr. Moore has worked for the unit since its founding by Bank of New York in April 1999. He was formerly responsible for its portfolio administration group. In his new post, he is in charge of product lines including commercial mortgages, syndicated loans, and asset-backed securities.

Mr. Moore has 14 years of experience in commercial loan servicing. Before BNY, he was vice president and manager of portfolio administration at GE Capital Asset Management and also worked at Amresco Inc.
