Ridgewood Savings Bank in the Ridgewood section of New York City's borough of Queens has promoted William C. McGarry to chief operating officer.
Mr. McGarry, who was also named an executive vice president, had been chief financial officer and a senior vice president since 1990.
He joined the bank in 1987 as vice president and comptroller. He has 25 years of banking experience.
George Hornburg, a vice president, succeeded Mr. McGarry as chief financial officer.
Ridgewood is a mutual savings bank with $2.3 billion of assets.
Cole Taylor Bank in Chicago has promoted Chris H. Muckerman and Susan M. Gallagher to vice president and branch manager.Mr. Muckerman will manage the 7601 South Cicero branch in Chicago. He joined the bank last year as a sales manager. Earlier he was an assistant vice president at Bank One in Chicago.
Ms. Gallagher will manage the Burbank, Ill., branch. She joined the bank last year as a sales manager. Earlier she was a vice president at Old Kent Bank in Chicago. She has 18 years of banking experience.
Both will report to Joseph A. Kirkeeng, group senior vice president of community banking for the $2 billion-asset bank.
Bank of the Somerset Hills in Bernardsville, N.J., has hired Paul E. Fitzgerald as executive vice president and senior loan officer.Mr. Fitzgerald will supervise the bank's loan portfolio and its commercial business development efforts. He will report to president Dennis C. Longwell.
He was a first vice president at $6 billion-asset Valley Bank in Passaic, N.J. Earlier he was a senior vice president at Ramapo Bank in Wayne, N.J., which Valley Bank bought last June.

United National Bank in Bridgewater, N.J., has promoted Jack Kenny to head of its commercial lending department.He succeeds Raymond C. Kenwell, to whom he reports. Mr. Kenwell is now executive vice president and head of the bank's commercial and consumer lending division.
Mr. Kenny joined the bank last year as a vice president and commercial loan officer. Earlier he worked at Princeton, N.J.-based Summit Bancorp. He began his career 20 years ago at Chase Manhattan Bank.

Sandy Spring Bancorp in Olney, Md., has hired Ronald E. Kuykendall as corporate secretary of the company and senior vice president and general counsel of its Sandy Spring National Bank.He was associate general counsel for Crestar Bank in Richmond, Va. Earlier he worked 12 years in the legal department of Richmond-based Signet Banking Corp., which First Union Corp. bought in 1998.

Bay View Capital Corp. in San Mateo, Calif., has named Scott H. Ray, chief financial officer of its Bay View Bank, and Douglas J. Wallis, the bank's general counsel, to also hold those posts at the holding-company..They were also named executive vice presidents of the company.
Mr. Ray succeeds David A. Heaberlin, who in July was named president and chief operating officer of Bay View Bank. Mr. Wallis succeeds Robert J. Flax, who recently retired [from the company].
Mr. Ray joined the company in 1998. Earlier he was executive vice president and chief financial officer of Silicon Valley Bancshares in Santa Clara, Calif. He has 14 years of financial services experience.
Mr. Wallis joined the company last year. Earlier he was executive vice president and general counsel for $55.8 billion-asset California Federal Bank in San Francisco.
