Fleet Financial Names Executive

Fleet Financial Group, Boston, has hired Kevin J. Armstrong as senior vice president for compliance.

He will work with the Fleet corporate finance group and regulators to address investment-banking risks.

Mr. Armstrong was vice president and director of compliance at First of Michigan Corp., Detroit, responsible for compliance of institutional and retail securities functions. He also monitored legislative and regulatory developments, advised on transactional compliance issues, and assisted in product development.

Before joining First of Michigan, Mr. Armstrong was a senior compliance examiner in enforcement for the New York office of the National Association of Securities Dealers.

Meanwhile, Fleet Bank in New York hired David R. Dubinsky as a senior vice president and team leader for the apparel, textile, and specialty retail industries.

Mr. Dubinsky, a CPA, was a vice president in commercial lending at GE Capital Corp. and earlier at BankBoston Corp.
